Abstract
To be Intelligent Municipalities for a Sustainable Local Development it was indispensable to assume the theory of the human development as methodological theoretical sustenance of this model. It meant that was substituted by a multidimensional vision, inter and transdisciplinary centered in the amplification of the capacities of people to achieve an efficient administration of the goods, services and results, so that it satisfied the necessities of people for their well-being and prosperity. This model was generated from the university like social responsibility of the Institutions of Superior Education for the Municipal Sustainable Development, but in each municipality you/he/she was built in the relationship Government - University - Community from, with and in the government, and alone reality was made with the formation of capacities so that the involved actors participated, to diagnose a situation and to define a vision of social responsibility, with capacity to formulate political and strategies, capacity to negotiate plans, programs and projects for the development, capacity to evaluate, and to integrate from the triple social helix for the development. The objective of the following report was to evaluate the capacities of the Municipal University Center of Güines in the attainment of Intelligent Municipality for a sustainable local development and the proposals of solutions to understand and to transform the municipality. It was used as methodology the investigation participatory action and as a result an evaluation of the capacities of the CUM for the attainment of Intelligent Municipality for a Sustainable Local Development.
